  1. Colonial Regime in Vietnam
    • France Dominant power in Vietnam 1860-1940
    • Vietnam in orbit of Chinese Empire which was very profitable for the French
    • Japan occupies Vietnam in 1940, After the War Japan declares war on France and France Gives Territory to them
  2. Ho Chi Minh
    • Leader of the Viet Minh
    • a communist who worked for Soviet Intelligence
    • wanted his country to modernize and emulate Japan to overthrow colonial Powers
  3. Viet Minh
    • Eliminated Non-communist groups in Vietnam so that they are a good alternative to the French
    • After WWII Vietnam won independence however France couldn't afford to let them go
  4. Outbreak of Vietnam War
    • 1946  War breaks out between Viet Minh and France
    • Initial U.S. Response was hands off, however it was decided that the U.S. needed French support in Europe which is when we got involved

    • in late 1953 French try to draw Viet Minh into open battle
    • put base in middle of Viet Minh Territory
    • Vietnamese put Artillery in hills around Dien Bien Phu and shell the hell out of the French

    • Eisenhower consults advisors about going to war in Vietnam
    • Advisors say U.S isnt ready for another war, this was right after Korea.
    • Allied powers want nothing to do with this action

    • French get the south
    • Highlighted problem between what the French want and what the U.S want were very different
    • French Want Colonialism
    • Americans want to keep communism out of the area

    • Idea was to concentrate peasantry which would ideally keep communists out

    • Unfortunately most villagers were unhappy about moving
    • In many cases the communists had already infiltrated the villages
    • Diem's government pushes things too fast

  14. Henry Cabott Lodge Jr. role in fall of Diem
    • Kennedy sends him to South Vietnam because they wanted an experienced diplomat
    • also Lodge is a republican and if things went bad Kennedy would have someone to blame for the failure
  15. Overthrow of Diem
    • Problem with Diem is he wouldn't do what the U.S wanted him to
    • Fall of 1963, Kennedy is persuaded to sanction a coup against Diem
    • Diem's death brings tremendous instability to the regions

    • King believed that dealing with the issue of poverty was the path to take after the victory of the civil rights movement
    • were a series of protest marches in washington
    • was created to push more government efforts to counter poverty within black community
    • King was murdered before the effort was launched
    • Was mainly unsuccessful because population was tired of the war on poverty because Johnson had set too many unobtainable goals.
  17. Fair Housing Law/Open Housing
    • Neighborhoods were segregated by race and often times ethnicity
    • This was particularly true in the suburbs
    • When blacks tried to move into white neighborhoods they were often attacked
    • Problem was created by govt. policy/ mortgage loans
    • FHA engaged in a process of Red-lining in which they wouldn't loan to you if you lived in a certain neighborhood
    • 1968 housing act made this illegal

    • President Nixon implemented the first affirmative action plan
    • Was called Philadelphia plan - which allowed blacks to join a union in order to be hired for construction
  19. Daley Exclusion
    • Was kicked out of the 1972 Democratic convention because he didn't meet minority quotas for people he brought.
    • problem with this was, you couldn't win Illinois as a democrat without the support of Daley
    • Probably told his constituency to vote for Nixon
  20. Busing of Children under Affirmative Action
    • Wanted to move black students around to primarily white schools to counteract segregation
    • Whites have problem with this because they dont want their children to be around blacks
    • this was handled by busing kids across school district lines

    accelerated movement of whites to the suburbs

    • 1973   Supreme court tries to hand down a ruling
    • Resegreation was taking place among whites and blacks
    • supreme court eventually gives up on this
  23. Bakke Decision
    • Higher education was gateway to middle class and the elite,
    • California Davis Medical school was set aside as a school for medical students
    • Bakke was not admitted to the school because of affirmative action which was in conflict with the 14th ammendment
    • decision is made that schools may have an interest in diversity by strict quotas aren't acceptable

    • beginning in the late 50's publications are created called feminine mystique
    • state that role of the housewife is stultifying
    • states that women need to have careers

    • Port Huron Statement
    • Drafted by Students for a democratic society
    • was a radical critique of a American Society, the role of the military and large corporations in American Society
  27. Teach ins against Vietnam
    • in the beginning was a normal protest movement that one expected in a democratic society
    • Took Place a Berkeley
    • was concerned with speaking out against the war in Vietnam
  28. Free Speech movement at Berkeley
    • Administration changes their policy to prohibit any political activity on campus
    • students protest by staging massive sit in in the central administration building which prevented anything from getting done
    • the administration caves on the issue
  29. Role of the SDS (Students for a democratic society)
    • Until 1970's weren't legal adult until 21 which gave universities authority over students.
    • SDS's role was to stir the pot and to radicalize students
    • Their intention was to provoke violence and cause maximum disruption
  30. Columbia Protests
    Resulted in the university being shut down and students sent home
  31. Revolutionary Theater
    • Is a tactic like the civil rights movement that forces people to take a stand whether they want to or not
    • reaction to this form of protest was very negative

    • Mayor Daley of Chicago wanted to shut down protests
    • Result was alot of people came with the intention of creating trouble
    • while the convention was taking place there was rioting outside
    • a general feeling was sweeping the country that it was falling apart.

    • Carry out over 100 bombings during the 60's and 70's
    • Blew up several people as well as themselves

    • a happening in Chicago that was intended to start a riot
    • was unsuccessful

    • is the Evolution of the SNCC and H. Rat Brown
    • want to get blacks and Jews out of the SNCC
    • Causes urban riots in LA, Newark and Detroit
    • Looting and arson are parts of these riots and contribute to the feeling that the country was going to hell

    • Created around the ideas of protecting blacks and defending society (black society) from police brutality
    • Really have local wars against the police and the Panthers
    • In retrospect the panthers fall into the category of Revolutionary theater

    • 1.5 Million people went there
    • were completely unprepared for a crowd of that size however everyone behaved well and were patient with each other

    Disaster, hired hell's angels to provide security which ended in several people getting beaten and a couple ended up dying

    • Nixon Adminstration Created the Environmental Protection agency
    • Women begin pushing into the male dominated workforce in the early 1970's

    • Becomes president in 1968
    • democrats give him alot of problems during the election
    • very close election won with alot less than 50% of the vote
    • democrats controlled both houses of congress

    • Nixon wanted to calm things down because most americans feared that society was falling apart

    • Realized the New deal coalition was starting to fall apart. Nixon wanted to recreate this in such a way as to give republicans the majority

    • had to convince northern voters that the things they agree about with him are more important that the things they agree on with the democrats

    • press begins to circulate rumor that these men were given orders to keep their mouths shut
    • in early 1973 they are convicted and given max sentences, however, judge will commute their sentence if they talk

    • Testify to congress that  John Dean who was the presidents lawyer was in charge of the cover up

    • Was the Presidents Lawyer,
    • Testified to congress that he thought he was helping the president by paying off guys who broke into watergate
    • tells they that president told him to do this and he was simply following policy
  62. Role of the White House Tapes (WaterGate)
    • Revealed that Nixon had taping system installed in the White House and every time there was a sound it started recording
    • Nixon Refuses to hand over tapes citing Executive Privilege which means president doesnt have to give over communications between himself and his advisors
    • Sued by prosecutors over the tapes
    • by the time he was subpoenaed he couldn't destroy the tapes legally
  63. Supreme Court Rules on watergate Tapes
    • Essentially tells Nixon to hand over the tapes or be charged with a felony
    • He hands them over and he didn't know about the break in but did stage the coverup and signed off on the money to keep things quiet
  64. Nixon Resigns
    • Nixon resigns after the Watergate scandal,
    • Gerald Ford took his place
    • Ford Pardoned Nixon which was extremely unpopular at the time
  65. War Powers Act
    President cant order a military action unless congress approves it, this act has never been inforced
  66. Budget Act
    • Using the powers of Impoundment Nixon used this to bring Federal Spending under Control
    • Problem with this was Congress never came up with a way to enforce the Budget
  67. Sunshine Acts
    Requires Federal Agencies to post more about what they do in order to keep the public informed.
  68. Origins of Inflation 1965 onward
    • Origin of the Problem is the war in Vietnam, it was expensive and the timing was bad, spending on the war coincided with spending on the Great Society
    • By time Johnson leaves office prices go up 5-6%per year
    • Solution is to cut taxes and raise prices to fix inflation
  69. Monetarism
    • What really matters is the amount of money in circulation
    • Fix this by
    • Increasing Supply of money to decrease govt deficits
    • Basically the economy is stable as long as the govt doesnt print alot of money or take alot of money out of circulation
    • Important to control supply of money and you do this by raising interest Rates
  70. Stagflation
    Prices continue to go up but economy is stagnant with no new growth etc
  71. Nixon's New Economic Policy
    • Immediate problem was the issue of payments
    • First - don't give anyone cash for gold, this prompted the first devaluation of the dollar since the civil war
    • Implements wage and price controls with the result of 1972 being a very good year in which the economy grew and inflation went down, and exports grow
  72. A great Crash (Following Nixons New Economic Policy)
    • Long run of wage and price controls spelled disaster for the U.S. Economy
    • Effect is in 1972 when the economy grows and shortages begin to develop
    • Result is an inflationary Bomb that goes off by the end of 1972
