    A type of permanent assistance that is typically paid in advance by the federal government and costs less than $66,499.
  35. Water Control Assistance
    Funds for repairs to rivers, dikes, levees, and dams.
  36. Window of Opportunity
    The time immediately after a disaster when leaders and citizens are sensitive to what has happened and are willing to do something to prevent a similar occurrence in the future.
