    Particle theory, that light was a particle, and that it was packets of light.

    That light was a wave, this was called the wave theory.

    No, because they can travel through in a vacuum.

    It is two perpendicular waves, one is an osculating electrical field, the other is an osculating magnetic field, and they have to be perpendicular to each other and perpendicular to the direction in which light travels.
