  2. When issuing switching steps, is it necessary to instruct a field worker to "lock" a device in the Opened or Closed position?
    • "Manually and electrically operated switches that are provided with locking facilities shall be locked in the appropriate position." SPR 509.11
    • This can be interpreted to mean that you don't have to say "Lock" since it should be locked if possible. It is probably still a good idea to specify to "Lock in Manual / Auto" where necessary.

  4. What are Operating Orders?
    They are "BC Hydro management’s standing instructions to operators and field workers regarding electric system operation." 1T-01
  5. Is there a difference between an "OO", a "SOO" and a "DOO"?
    Yes. SOOs (ie 1T) and DOOs (ie 1D) specify the general operation of the BC Hydro integrated electric system and OOs (ie 3T) are a subset of SOOs which specify operation of more specific components of the system. 1T-01
  6. Can an OO or DOO conflict with an SOO?
    No, both OO and DOO are subordinate to SOOs and it is the responsibility of the person(s) approving an OO or DOO to ensure it does not conflict with an SOO. 1T-01
  7. What are JOOs?
    "boundaries and interface operations only." Joint Operating Orders (JOO) are special, jointly signed SOO and OO pertaining to PSSP/WPP operating boundaries and interface operations only. 1T-01
  8. How are OOs grouped?
    They are grouped into Subject Groups represented by numbers 1 to 7. For ex. the 1 in 1T-09 means it is in the "Policy Order" subject group. 1T-01

    Subject Groups are used to organize OO according to their content - Represented with Numbers 1 to 7. 1T-01

    • Technical Orders
    • Cover technical matters without indicating (except as examples) specific systems or plant used by BC Hydro. e.g. operation of gas accumulation and trip features of gas relays, operation of shunt capacitors, descriptions of protection schemes, etc. Note that Orders must pertain to technical operating not to technical maintenance matters. 1T-01

    For an 08:00 outage on a given day, planned work should be Submitted AND Approved by 14:00 2 working days in advance. 1T-02A
  23. Regarding outage approval process, what are the main responsibilities of Requesters?
    Thorough adherence to Job Lifecycle Safety Requirements including determining required isolation points that will satisfy LOA requirements. 1T-02B

    Ensure that proposed / submitted requests are in-line with the Job Lifecycle Safety Requirements. Schedulers have awareness of real-time practical implemenation of work. They are Cat 6 qualified. 1T-02C
  26. Regarding the Job Lifecycle Safety System Approval Stage, what is the difference between a Major Safety Error and a Minor Safety Error?
    Essentially, a Major Safety Error indicates a fundamental lack of understanding or miscommunication about the scope of the work. A Minor Safety Error is either a clerical error or a missing Gas Trip Switch. 1T-02C
  27. For planned work, when should outages be Prepared by?
    The outage must be Approved by 14:00 2 working days in advance and all Preperation must be done by 14:00 1 day in advance. This is so all parties can review the prepared plan before the end of the working day prior to day of the work.
  28. Where can you find information about backfeed from voltage transformers?
    1T-03 Backfeed From Voltage Transformers (CVT and PT)
  29. Prior to issuing an SPG, what must be done to voltage transformers, station service transformers, distribution transformers and metering kits in that zone?
    They must be rendered safe against backfeed. 1T-03
  30. Regarding isolation of voltage transformers, station service transformers, distribution transformers and metering kits; who is responsible for the method by which they are rendered safe against backfeed? What are their options?
    The worker performing the switching is responsible for deciding how the device is rendered safe. The worker has the option to disconnect the cable, open the States Switch, open a low voltage circuit breaker or short circuit the secondary side. 1T-03
  31. Once VTs, SS, distribution transformer or metering kit is rendered safe against backfeed (and therefor tagged); can the tag used for that isolation point be moved or does the field worker have to ask the PIC if they decide to move it?
    "The SPG holder can move the Safety Protection Guarantee Tag from an open States Switch to the disconnected cable without discussing the change with the PIC." 1T-03
