    inclusive (Grotious)

    The coastal state gives foreign fisherman rights to the surplus catch (they are req'd subj to an exception). They are req'd by the convention (subj to an excepton).

    if the coastal state is dependent on the EEZ for its economic livelihood, there is no requirement to allocate the surplus catch to a foreign state.

  8. How did the EEZ come about?
    Grew out of coastal states efforts to extend their territorial sea
  9. What is the history of the EEZ?
    Nations wanted to gain control of the fisheries, so the EEZ came about (where the fish existed, so they started extending their territorial sea to bring those fish under their jurisdiction) This became especially true after WWII.
  10. What is the problem with extending the territorial sea?
    By extending the territorial sea, you're infringing upon the inclusive high seas (Grotious) rights of other nations
