    HIGH INTREST VESSELS ARE VESSELS THAT MAY POSE A SECURITY RISK TO THE U.S. OR U.S. PORTS. A RISK BASED TARGETING MATRIX IS USED TO ASSIST CG FIELD UNITS IN DETERMINING WHICH VESSELS SHOULD BE DESIGNATED AS A HIV.
